CAPITOL HEIGHTS CIVIC ASSOCIATION REGULAR MEETING
August 9, 2005

The Capitol Heights Civic Association held its regular meeting on August 9, 2005, at the Capitol Heights United Methodist Church.  The meeting was called to order at 7:05 p. m. by Bob Knapp, President.

Our Guest Speaker for the evening was Mr. Ken Groves from the Montgomery City Planning Offices.  Mr. Groves discussed Montgomery's Neighborhood Development Plan and how we can be participants in developing that plan.  Afterwards, he offered an opportunity for the attendees to ask questions.

Bob Knapp took a moment to recognize and appreciate Mrs. Bryant and Mrs. Garrett for taking on the selections of Yard of the Month.  Mr. Bryant was also thanked for taking the pictures of the winning homes.

New members of the association and first time attendees of the association meeting were recognized and welcomed. 

The Treasurer's report was presented and is attached to these minutes.

The minutes for the July meeting were approved as read.

An announcement was made that we made the 'short list' for the grant for funding new trees for the neighborhood.

Lynn Bryant shared a brochure containing photographs of the shed he proposed to be purchased with the BOND's grant awarded to our association. 

A motion was made for the association to "lead by example" and have the Architectural Review Board review our building installation.  The motion was approved.

Bob Knapp reported that two additional Capitol Heights signs have been ordered.  Members were reminded that plans are to acquire two more signs.  The first two signs will be installed at: 
"    corner of S. Capitol Parkway and Mt. Miegs
"    corner of Upper Wetumpka Road and Vonora Street.  

A request was made from the membership to have a guest speaker to discuss cottage gardening.

Bob Knapp announced Lisa Knapp will serve as Chairman of the Social and Special Events Committee. 

Carol King shared with the group that there is a change being discussed for the city's Landscaping Ordinance.  Those changes will be discussed at the next City Planning meeting this Thursday at 3:00.

A motion to adjourn was adopted.  The meeting adjourned at 8:32 P.M.

Capitol Heights Civic Association Meeting Minutes
September 13, 2005

The meeting was brought to order by vice-president Jewel. She introduced a surprise guest, Shakina Davis, a representative from the newly opened Calhoun Food store which replaced the Winn-Dixie.  Davis is the daughter of the owner of the local chain, her father was helping with hurricane Katrina relief.  He sent refreshments and  $5 gift coupons for Calhoun Grocery Stores for everyone attending.

Guest speaker Ricky Craig, president of Highland Park Civic Association spoke about development.  The current Ann Street Wal-Mart / Midtown Plaza project set a precedent by restrictions now in place resulting from community input.  Highland Development will adhere to the same guidelines.  He later mentioned the mayor's conference slated for Friday, September 16th. 

The treasurer was not present to present the report; however, a copy of his report is attached to these minutes. 

Secretary was unavailable to read minutes of previous meeting.

The entire amount requested for Hurricane Ivan urban and community forestry was granted.

The storage shed will have to adhere to ARB and is waiting for Board approval.

The two Capitol Heights marker signs have been ordered.

Mayor Bobby Bright will be our October speaker.

There were no new members present to introduce to the members present. 

There will be a public involvement City Planning Department meeting September 27 7-9:00 PM for Capitol Heights (Highland's meeting is the 1st Monday in October).  Cynthia McCollister is to have flyers to distribute.

Thanksgiving Potluck will be held instead of the regular meeting in November.

A chairperson is still needed for the Watch Dog committee. 

Christmas 2005 chairperson Rebecca Williams shared a committee report.  Christmas Parade date may have changed to Tuesday, November 29.  CHCA Float Committee needs to form and meet (Highland Park float has won the last two years).  Tree lighting date may change.  6-8 homes are needed for the Tour of Homes.  Carolyn Hutchinson's (radio) program December 1 will feature CHCA to promote events, a CHCA representative is needed.  The categories for judging (Traditional/Old Fashioned, Spirit of Christmas, Past, Preset, Future) were discussed.  Rebecca has defined eight areas for committees that need chairpersons.  Lynn Bryant volunteered for Traffic-Security chair.  The other areas in need of Chairpersons are:  Telephone, House / Church, Ticket / Brochure / Financial, Cookie, Music / Entertainment, Publicity, Judging house decorations. 

Karen Pell, English Department Instructor of freshman at AUM has developed an oral history project for her students.  The project involves writing about historic homes.  Students went to 10 houses in the community, interviewed the owner / occupants and will write up to 8 essays on each home.  She will continue to report and share progress on this project. 

Jewel announced the Blues & Jazz festival is this week, the 16th.

Helen spoke about the need for data entry operators at the Red Cross Disaster Relief to help with evacuee forms.  They are processing up to 400 applications per day for the $2000 emergency money. 

Paul announced that the Alabama Highland Games are next weekend.

OCTOBER 11, 2005

The Capitol Heights Civic Association held its regular meeting on October
11, 2005 at the Capitol Heights United Methodist Church.  The meeting was
called to order at 7:05 p. m. by Bob Knapp, President.

Guest speaker for the evening was Mayor Bobby Bright.  The mayor opened the
floor to questions and much of this evening's time was spent on this Q&A
session.

New members of the association and first time attendees of the association
meeting were recognized and welcomed.

The Treasurer's report was presented and is attached to these minutes.

Minutes for July and August meetings were approved as read.

Tim Vaught, Chairman of our Parks and Green Space committee reported that
Capitol heights received the grant for trees applied for in July.  190 of
the trees already have a designated site for planting.  There are also
plans to plant some of the trees at the Capitol Heights School.

Cindy Keeping and Bradley Bailey volunteered to co-chair the Christmas
Parade Committee.

Rebecca Williams, Chairperson for Capitol Heights Christmas activities,
shared a list of homes already on the tour and asked for additional
volunteers to help with Christmas activities.

Lynn Bryan announced the Capitol heights Angels will help to put siding on
the home recently presented at the Architectural Review Board (ARB).  A
decision on whether or not to approve installation of aluminum siding had
been postponed by the ARB.

A motion to adjourn was adopted.  The meeting was adjourned at 9:19 p. m.

CAPITOL HEIGHTS CIVIC ASSOCIATION REGULAR MEETING
December 13, 2005

The Capitol Heights Civic Association held its regular meeting on December
13, 2005 at the Capitol Heights United Methodist Church.  The meeting was
called to order at 7:10 p. m. by Bob Knapp, President.

Guest speaker for the evening was Councilwoman Janet Mays.  She opened the
floor to questions and much of this evening's time was spent on this Q&A
session.

The Treasurer's report was presented and is attached to these minutes.

Minutes for the October meeting were approved as read.

Lynn Bryant report that utilities are being marked so that placement for historic signs can be determined along Winona Avenue.  As for the signs purchased by the association designating the boundary of Capitol Heights, one of them cannot be placed where originally intended and until that placement can be resolved, the Executive Committee determined to place the sign at Upper Wetumpka Road and McCarter.  

Plans were to obtain a sign for this second location in early 2006.  The Executive Committee preferred to go ahead and install the sign (the bill for which has already been paid) rather than wait until a replacement location can be determined.

Jimmy Johnson suggested that our neighborhood needs more signs designating areas of historic designation.  Discussion ensued with no motion for action at this time.

Terry Robinson reported Board of Adjustment approval for the construction of the association shed is expected to be given at their next meeting in mid January.

Bob Knapp reported Linda Wool continues to work on our neighborhood's development plan.  A draft of the plan is expected to be provided sometime after the holidays. 

Jewell Pitts presented to the members present a donation request for Father Walter's Child Care Facility, an intensive care residential facility which serves children from across the state with severe medical and physical needs.  All of the children are non ambulatory and are in specialized wheelchairs.  The children are in need of new specialized pressurized mattresses which enables them to rest better due to the severity of their handicaps.  The cost of one mattress is $800.00, which is not cheap, but if ever you saw any of the children you would understand the need for such.  Jewell requested consideration of a donation in any amount toward the purchase of a mattress.  The children would not be able to thank you verbally but their smiles would say it all!!!!!!!!!!!

A motion was made to use $500 of the association funds toward the purchase of a pressurized mattress for Father Walter's Child Care Facility.  The motion was  approved.

Members present suggested we ask the membership to contribute toward the difference and Cindy Keeping offered to collect theses donations.  Cynthia McCollister will send an email to the membership letting them know how to reach Cindy.

Jimmy Johnson initiated discussion as to whether our association considers its nature to be more of a civic or historic organization.  Discussion occurred with no motion for action made at this time. 

A motion to adjourn was adopted.  The meeting was adjourned at 9:24 p. m.

CAPITOL HEIGHTS CIVIC ASSOCIATION REGULAR MEETING
January 10, 2006

The Capitol Heights Civic Association held its regular meeting on January 10th, 2006 at the Capitol Heights United Methodist Church.  The meeting was called to order at 7:04 p. m. by Bob Knapp, President.

Guest speaker for the evening was Mary Ann Neely, a local historian. 

The Treasurer's report was presented and is attached to these minutes.

Minutes for the December meeting were approved as read.

A "Capitol Heights" sign was installed at Upper Wetumpka Road and McCarter.   All signs purchased to date are now installed.  Discussion was held as to where to install additional signs.  Discussion occurred with no motion for action made at this time. 

Terry Robinson reported Board of Adjustment permission to install an accessory building on the church property is expected to be given at their meeting on January 23rd.

Tim Vaught reported he has encountered some difficulties in obtaining the (tree) grant funds from Auburn.  He will stay on top of this concern.  So far, 296 trees have been planted in Capitol Heights.  Trees remaining to be planted are primarily in our parks.  Tim committed to organize his Parks and Green space Committee regarding park planning and be prepared for discussion at the next Executive Committee meeting on 02/07/06.

Lynn Bryant announced the Merrill's on St. Charles received ARB approval to install hardi plank siding.  The Capitol Heights Angels are scheduled to assist with installation on Saturday, January 21st at 8:00 a.m. 

Carol King announced to our group on January 14th a Cypress Creek Walk will be held.  The walk starts at oak Cemetery at 10:00.

Our Treasurer was reminded that it may be time to provide our annual contribution to the church for allowing us the use of their facilities for our meetings.  Mike Dapelo indicated our last check was given in April of last year.

Jewell Pitts announced Betty Vann was seriously hurt in an automobile accident.  A motion was made to the membership that a $50 gift certificate be given to Betty Vann for the tremendous job she did for the association in selling tickets.  The motion was seconded and approved.

A motion to adjourn was adopted.  The meeting was adjourned at 9:32 p. m.

Capitol Heights Civic Association Meeting Minutes
February 14, 2006

The Capitol Heights Civic Association held its regular meeting on February 14th, 2006 at the Capitol Heights United Methodist Church.  The meeting was called to order at 7:08 PM by Bob Knapp, President.

Guest speaker for the evening was Tommy Nolan from Montgomery City Planning
Control.

The Treasurer's report was presented and is attached to these minutes.

Minutes for the January meeting were approved as read.

Terry Robinson reported our issue to be presented to the Board of Adjustment was postponed, through no fault of  the association, to February 16, 2006 at 5:00 PM.  Our contact for the Board neglected to add our item to the agenda.

Lynn Bryant reported the Capitol Heights Angels are now planning to work on the siding for the Merrill's home on Saturday, February 25th.  Weather has been a major cause for the delay in completing this project.

The attached proposal for changes to the Bylaws was presented to the members  present.  Discussion of these proposed changed will continue at the next regular meeting.

II. Dues and Assessments

Section 4: No member in default of dues shall be entitled to participate in the activities or voting of the Association.

No member in default of dues payment shall be entitled to participate in the voting of the Association or hold office in the Association.

V. Quorum

Section 1: Ten members in good standing shall constitute the quorum required by this Article as necessary for the transaction of any business binding the Association.

Section 2: A simple majority of the quorum shall be sufficient to approve business of the Association and proposals placed before it except as otherwise specified in the Constitution and Bylaws, provided general membership has been notified one week in advance of meeting.

Propose Section 3 and Section 4 be added:

Section 3: Seven members in good standing of the Executive Committee shall constitute the quorum required by this Article as necessary for the transaction of business conducted by the EC. A simple majority of the quorum shall be sufficient to approve business conducted by the EC.

Section 4: In case of an Emergency as declared by the President of the Association, eleven members in good standing of the Executive Committee shall constitute the quorum required by this Article as necessary for the transaction of (emergency) business conducted by the Executive Committee. To approve (emergency) business, sufficient polling by direct communications with six members in good standing of the EC are needed to approve business conducted by the EC.

Capitol Heights Civic Association Meeting Minutes
March 14, 2006

The Capitol Heights Civic Association held its regular meeting on March 14th, 2006 at the Capitol heights United Methodist Church.  The meeting was called to order at 7:02 PM.

There were two guest speakers for the evening.  Sharon Massey of the American Heart Association shared information on the American Heart Association and the upcoming Heart Walk.  Jason Powell of Petals from the Past discussed the topic of Cottage Gardening.

The Treasurer's report was presented and is attached to these minutes.

Minutes for the February meeting were approved as read.

Installation of the storage shed on the Church ground has started.  The Association was asked by the Board of Adjustments to hide the building from
the street view.

Discussion occurred regarding the Neighborhood Plan.  Linda Wool has
reported to Bob Knapp that "some progress" has been made regarding the
rails to trails section of the Plan and the median on Madison section of the plan.

Efforts have also progressed regarding enhancements to Mt. Miegs Road.  This initiative is also included in our neighborhood plan.  Terry Robinson is working to obtain a transportation enhancement grant for the area.  Terry is coordinating this work effort with state and city officials and with Highland Park neighborhood association.

Cindy Keeping and Lisa Knapp are chairing the Spring Fling Event which is
scheduled for Saturday April 22nd, 2006.

A motion to have no guest speaker at our next association meeting was
adopted.

A motion to adjourn was adopted.  The meeting was adjourned at 9:17 PM.
