The Capitol Heights Civic Association held its regular meeting on July 12, 2005, at the Capitol Heights United Methodist Church. The meeting was called to order at 7:05 p. m. by President of the Association, Bob Knapp. For purposes of a quorum, an attendance sheet was prepared. Guest speaker for the meeting was Alicia Gowan, Director of Development and Community Outreach of the Montgomery Humane Society. Ms. Gowan discussed the services of the Humane Society and then opened the floor to questions. The minutes for the June meeting were approved as read. The Treasurer's report was presented and is attached to these minutes. Mr. Knapp reported he advised the mayor of the outcome of our vote regarding the installation of red light cameras in our neighborhood. Mr. Knapp reported the Association's application for federal funds to replace the trees lost during Hurricane Ivan was delivered by the application deadline. Mr. Knapp reported we are awaiting an approval letter regarding the installation of the Association's storage shed on church property before pursuing that project further. Mr. Knapp discussed possibilities for future speakers for our meetings. He has contacted Mayor Bright, Maxwell's AFB Wing Commander, and Janet May. Other suggestions received from the membership were: Robert Gamble, realtor to speak on property values, Police Chief Baylor, Capitol Heights Elementary School principal, and someone to speak to historic information. The membership would like to have on hand CHCA merchandise to give as a thank you to our guest speakers. Visitors to the meeting were welcomed and asked to introduce themselves to the group. Mr. Knapp announced the establishment of the committees needed per our bylaws. He described these committees and subcommittees as the "little engines" of our association and made note that without them we are at the mercy of mediocrity and nothing gets done. A committee can be comprised of one member or many and one member can serve on many committees. A dedicated Committee Chair is needed else the committee is irrelevant. The Executive Committee will provide charters defining what is expected to be accomplished. Some committees may be asked to present plans and budgets to the Executive Committee. Committees as required by our bylaws are: Communications Committee to be chaired by Cynthia Mccollister, Parks and Green Space Committee to be chaired by Tim Vaught, Christmas Committee to be chaired by Rebecca Williams. The Social and Special Events Committee and Watch Dog Committee, also required by our bylaws are in need of Chair persons. In addition, miscellaneous committees are to be established as needed and to that end the Executive Committee has determined there to be a need for a Spirit Committee, which is also in need of a chair. Subcommittees of the Communications Committee are: the Website, the Newsletter, and the CHCA Network. Subcommittees of the Parks and Green Space Committee are: the Tree Committee (currently chaired by Tim Vaught), the Plant Swap and the Community Garden. Subcommittees of the Social and Special Events committee are: Centennial Celebration, Spring Fling, Flea Market or Neighborhood Yard Sale, Guest Speakers (temporarily being chaired by Bob Knapp). Subcommittees of the Watch Dog committee are: Neighborhood Watch (to be chaired by Jimmy Johnson), Safe House, and Nuisance Neighbor. Subcommittees of the Christmas committee are: Candlelight Tour, and Tree Lighting in the Park. Subcommittees of the Spirit committee are Signs and Landmarks, Yard of the Month (co-chaired by Brenda Bryant and Mary Louise Garrett), Scrapbook (Chaired by Cynthia McCollister), Capitol Heights Angels (to be chaired by Lynn Bryant), the Welcome Wagon, the Neighborhood History. A motion to approve the purchase and installation of two Landmarks signs as proposed by the Executive Committee at $800 each was adopted by the members present. A motion to approve the expenditure of the $800.00 as stated in the
